This matter is handled in accordance with the Executive Yuan’s letter dated November 18, 2025 (Ref. No. 1141030485B).

The Executive Yuan promulgated amendments to the Act for the Recruitment and Employment of Foreign Professionals on September 24, 2025. The latter part of Subparagraph 4, Paragraph 4, Article 4, as well as Articles 28 and 29, shall take effect on June 30, 2026. The remaining provisions shall take effect on January 1, 2026.

The amendments concerning post-graduation employment in Taiwan and applications for permanent residence by overseas Chinese students are summarized as follows:

(1) Article 12: Foreign nationals who obtain an associate degree or higher from an institution in Taiwan may work in Taiwan without applying for a work permit during the period of extended residence authorized by the National Immigration Agency after graduation.

(2) Article 18, Paragraph 4: Foreign professionals and foreign special professionals who obtain an associate degree or higher from an institution of higher education in Taiwan may deduct the following periods from the required period of residence in Taiwan:

1. Foreign professionals: Three years for a doctoral degree, two years for a master’s degree, or one year for a bachelor’s or associate degree. These periods may not be combined.

2. Foreign special professionals: Two years for a doctoral degree or one year for a master’s degree. These periods may not be combined.

This is important information concerning post-graduation employment in Taiwan and applications for permanent residence by overseas Chinese students. Please assist in widely disseminating this information to overseas Chinese students.
