This matter is handled in accordance with the Ministry of Labor’s letters dated December 30, 2025 (Ref. No. 1140521128D) and December 31, 2025 (Ref. No. 1140521131B).

Since April 30, 2022, the Ministry of Labor has allowed overseas Chinese and international students who have obtained an associate degree or higher in Taiwan and meet the required salary and technical qualifications to engage in mid-level skilled work in manufacturing, slaughtering, construction, agriculture, long-term care, and other sectors. Since August 28, 2024, those meeting the relevant salary and technical requirements have also been permitted to engage in hospitality services. These positions are subject to special approval under Article 46, Paragraph 1, Subparagraph 11 of the Employment Service Act. The relevant regulations were previously stipulated in the “Qualifications and Review Standards for Foreign Workers Engaging in Work under Article 46, Paragraph 1, Subparagraphs 8 to 11 of the Employment Service Act” and the “Regulations on the Permission and Administration of the Employment of Foreign Workers.”

The Ministry of Labor has renamed “mid-level technical manpower” as “foreign technical workers” and consolidated the provisions concerning their employment qualifications, work permit applications, and employment management into the “Regulations on Employment Qualifications and Work Permit Management for Foreign Technical Workers,” which took effect upon promulgation.

Regarding post-graduation employment in Taiwan for overseas Chinese students, in addition to the previously permitted categories of mid-level skilled work and hospitality services available to those holding an associate degree or higher, two new categories have been added: “diversified companionship and care services” and “cargo loading, unloading, and distribution at commercial ports” (Articles 6 and 7). The specific eligibility requirements for these positions are separately stipulated in the Ministry of Labor’s announcement dated December 31, 2025 (Ref. No. 1140521131A).

The Ministry of Labor has also announced related measures concerning employer transfers, re-employment procedures, employment quotas, and other matters.
