1. According to the Ministry’s directive No. 1130509126 issued on June 14, 2024, amendments to the qualification review standards for foreign nationals working under Article 46, Paragraph 1, Subparagraphs 1 to 6 of the Employment Service Act have been implemented, including revisions to some articles and Appendix 5-1 regarding employer application documents for hiring Category 1 foreign nationals.

2. To expand the retention of international graduates in Taiwan, the Ministry has revised the standards, allowing foreign nationals to work as social workers. Employer qualifications for hiring foreign nationals as social workers are as follows:

(1) Job Description: Performing social work duties.

(2) Qualifications for Foreign Nationals: Must meet the qualifications under Article 5 or Article 5-1 (Point System for Overseas Chinese and Foreign Students) and hold a social worker certificate issued by the central competent authority under the Social Workers Act.

(3) Employer Qualifications: Must employ at least one full-time social worker or related professional with a background in social work, and be one of the following legal institutions registered for social work practice:

1. Public social welfare, labor, judicial, or health agencies.

2. Private social welfare, labor, judicial, or health agencies.

3. Registered organizations with charters focused on social work or social welfare.

4. Public or private colleges, universities, secondary, or elementary schools.

5. Institutions rated qualified by the central competent authority.

6. Other legally registered places for social work practice.

3. Employers applying to hire foreign nationals for social work positions must use the Ministry’s "Foreign Professionals Work Permit Online Application System," providing relevant documents, including the responsible person’s ID, employer qualification documents, proof of social work registration, internship program contracts, contracts with social workers holding certificates, the foreign worker's passport, employment contract, academic and professional certificates, and a copy of the social worker certificate. Complete applications will be processed within seven working days from the date of receipt.

4. To ensure that international students in Taiwan are aware of their work rights and that registered social work institutions understand the requirements for employing foreign social workers, please disseminate the above regulations to relevant universities, colleges, and registered social work institutions.
