To strengthen the recruitment of quality civil service personnel and enhance young students' familiarity with the employment environment of the civil service system, the Examination Yuan launched the "Preparatory Civil Service Corps" for the first time in 2021. This initiative has received widespread recognition from various sectors.Due to the difficulty of retaining talent in outlying island areas, there is an urgent need for young students with a strong sense of mission and a passion for service to participate in island service. The Examination Yuan has specifically planned to conduct this program during the summer of 2023「Preparatory Civil Service Corps—Outlying Islands Civil Service Navigator Team」，In collaboration with the most remote Lienchiang County Government (Matsu), the program aims to recruit young students to personally experience a public service work environment that differs from that of Taiwan's main island. This initiative allows young students to actively participate in the operations of frontline public agencies, showcasing the values and spirit of civil servants who are passionate, willing to take on challenges, and unafraid of difficulties.

The Examination Yuan stated that the，「Preparatory Civil Service Corps - Outlying Islands Civil Service Navigator Team」program will take place from August 16 to August 31, 2023. The curriculum includes activities such as ascending to the peak of Qixing Mountain, visiting the Tsai Jui-yueh Foundation, attending civil service lectures and thematic discussions, practical training with the Lienchiang County Government (Matsu), and presenting project results and competitions. The training program is rich and engaging, and there will be team awards for the results presentation competition to encourage participants to combine their practical experiences with local government work, fostering teamwork and creative thinking to address local issues.

This program is recruiting university students who will be entering their third and fourth years in the 2023 academic year. The Preparatory Civil Service Corps aims to provide students with opportunities to explore their interest in public service and to gain insight into public agencies.
