【Overseas Community Affairs Council】 Regarding the Ministry of Labor’s revisions to Article 46 of the Employment Service Act and related employer requirements for hiring foreign nationals.
1. Handled per Ministry of Labor letters No. 1140511647D (July 30, 2025) and No. 1140511224B (July 31, 2025).
2. The regulations were revised and issued by the Ministry of Labor on July 30 (No. 1140511647A) and July 31 (No. 1140511224A), with key updates as follows:
(1) Revised job content for domestic caregivers and mid-level technical domestic caregivers.
(2) Amended conditions under which care recipients are exempt from professional medical assessment when hiring foreign domestic caregivers.
(3) Allowed cumulative work experience for foreign domestic caregivers in Taiwan up to 14 years.
(4) Updated point system and language requirements for foreign domestic caregivers and mid-level social welfare technical roles.
(5) Added employer-provided tourism and hospitality training courses for overseas students employed in hospitality services.
(6) Revised application procedures and required documents for hiring foreign workers in line with these changes.
