1. In accordance with the Ministry's Order No. 1130509126 dated June 14, 2024, amending the qualification review standards for foreign nationals applying for employment under Article 46, Paragraph 1, Subparagraphs 1 to 6 of the Employment Service Act (hereinafter referred to as the "Review Standards") and the supplementary provisions of Article 5-1, as well as additional documents required for employers hiring Category 1 foreign nationals.

2. To expand the retention of overseas graduates in Taiwan, the Ministry has amended the Review Standards to allow foreign nationals to work as social workers in Taiwan. The qualifications for employers to hire foreign nationals as social workers are as follows:

(1) Job Content: Engaging in social worker duties.

(2) Foreign National Qualifications: Must meet one of the qualifications specified in Article 5 of the Review Standards or the provisions of Article 5-1 (Overseas Graduate Evaluation System), and must hold a social worker certificate issued by the central competent authority under the Social Worker Act.

(3) Employer Qualifications: The employer must hire at least one full-time social worker or a full-time social worker-related professional with a social work background and must be a legal registered location for social workers with an internship program, one of the following:

1. Public social welfare, labor, judicial, or health agencies (organizations).

2. Registered private social welfare, labor, judicial, or health agencies (organizations).

3. Registered organizations whose articles of association primarily focus on social work or social welfare as their main purpose or mission.

4. Public and private universities, colleges, high schools, or elementary schools.

5. Institutions evaluated and approved by the competent central authority for specific business.

6. Other legally registered locations for social worker practice.

3. In accordance with the above, employers applying to hire foreign nationals as social workers must use the Ministry’s "Foreign Professional Work Permit Application Portal" to enter the relevant application information and submit documents including: identity proof of the unit head, employer qualification documents (such as proof of registration for social worker practice, social work internship program, or cooperation agreements with university social work departments, as well as labor contract documents signed by full-time social workers with a certificate or those holding a social work degree with 2 or more years of relevant work or teaching experience), passport of the foreign national, employment contract, academic and professional certificates of the foreign national, copies of social worker certificates, etc. If all documents are complete, the work permit will be issued within 7 working days from the receipt date by the Ministry.

4. To help overseas graduates studying in Taiwan understand their work rights and for social worker registration agencies to be informed about the regulations for hiring foreign nationals as social workers, please assist in disseminating this information to the affiliated universities, social worker registration agencies, and related units. Please also cooperate in strengthening publicity to expand the retention of foreign professional talents.
